President-for-life (or until 2025, or so he says) Evo Morales has been tweeting about the JFK files released last week:
Bolivian President Evo Morales said this weekend that Chile made a “secret offer” to grant the country access to the ocean in exchange for an alliance against Peru. Morales made the statements this Sunday, October 29 when documents concerning the assassination of John F. Kennedy were released by Unites States President Donald Trump. The documents allegedly contain evidence of the proposed alliance.
The alleged “offer” was made in December 1975 during Chile’s Augusto Pinochet dictatorship, and includes an offer of a 6.2-mile passage to the ocean.
Last time I checked, Pres. Kennedy was assassinated in 1963, so it’s unclear why 1975 events would be included in the files, but hey, we’re talking about Evo here.

As far as the Chile-Bolivia border dispute goes,
The International Court of Justice of The Hague is waiting on the oral arguments of both countries that will take place during the first semester of 2018. A ruling is expected during the second half of the year.
I doubt that the ICJ will give any weight to the JFK flies.
But one never knows.

Wiki also has information on the 1975 proposal. Apparently Peru’s conditions messed it up- at least that is what Wiki says.
Gringo’s comments shows that he doesn’t know what is fue Bolivian demand that was filed at the Hague, which does not deal with the 1904 treaty directly, buf to a multitude of Chilean offers to accept Bolivian sovereignity on the Pacific Ocean, that are, according to recent international law applications, supposed to be fullfilled. This is explained in “El libro del Mar” which is in the internet in Spanish and English.
By the way, the treaty of 1904 means a very limited access to ports, since Bolivia can have its customs and deposits within and inside closed facilities, when the idea was that Bolivia would have all the freedom to export and import, which has not been respected by Chile since they inspect the merchandise. This is by far not fair since Bolivia lost lands the size of 3/4 of Great Britain where there were many ports. Also, the treaty of 1904 woul have meant the freedom of transit along 700 kilometers of ciast is very restricted and truck drivers had to suffer strikes of 28 days, the worst of tge region, the past year, making Bokivia loose millions of dollars. And tgere are more violations which is too long to list here.
Gringo, please read more, this is not a simple issue, but if you see it from the point of view of justice you wilk get inclined to favor Bolivia.

About the railroad that is an important part of the 1904 treaty, it has not worked for many years which would be another Chilean violation of this treaty. Chile should be compensating Bolivia for every year that the railroad has not worked which would amount to millions of dollars.
Now, there is a road that is being used by Bolivia which is in the worst conditions since Chile does not maintain it as it maintains other Chilean roads and would not let Bolivia do any repairs. In other words, Chile does not respect this treaty which, i believe, should be the cause of its dissolution which would mean that all the lands conquered and usurped after the war should go back to Bolivia.
