Or does he?
Yesterday the Beeb was saying he did not:
Bolivia President Evo Morales ‘loses’ fourth term bid’ Not sure what the headline scare quote marks are about, but the article read,
Partial results indicate that Bolivia’s President Evo Morales of Bolivia has lost a referendum to allow him to stand for a fourth term in office.
With more than 70% of the votes counted, those opposed to the proposed constitutional amendment are leading by more than 10 percentage points.
This afternoon, however, the WSJ has this,
Morales Lags in Bolivia Referendum Vote. President Evo Morales trails in bid to change constitution to give him a fourth term in office (emphasis added)
Early returns showed Bolivian President Evo Morales trailing badly in a national referendum to allow him to run for re-election for a third time, although the president said on Monday he expected the result to tighten as rural results were counted.
With about 29% of ballots counted from Sunday’s vote, opponents of the national referendum to amend the constitution had 63% and supporters had 37%, Bolivia’s election agency said.
But analysts said Monday it was still too early to tell who would win the referendum.
