I&#039;d be quite surprised if Frank were an &quot;abstinence&quot; supporter; indeed, it wouldn&#039;t surprise me either if he took a libertarian view about prostitution, too.&lt;br/&gt;&lt;br/&gt;But Tobias is the Administration&#039;s tool in Africa, to ensure that efforts to contain the spread of HIV and AIDS don&#039;t, in some oblique way, send the message that the US government thinks non-procreative sex is &quot;OK.&quot;&lt;br/&gt;&lt;br/&gt;So there&#039;s a certain relevance &amp;#151 oh, we&#039;ll call it irony &amp;#151 to Tobias getting caught.&lt;br/&gt;&lt;br/&gt;Of course, abstinence proponent that he is, I suppose his defense has more plausibility than it otherwise might &amp;#151 surely if anyone would pay a prostitute not to have sex with him . . .]]></description>
